It can be painted on the following locations cited on this website: studentaffairs.duke.edu/conduct/z-policies/bridge-painting The wall is under a bridge, fairly big, and there is no permit needed.

No permit needed, just know your stuff will not be up for long as students will paint all over it in a day or so.
