it also has 4 spray painted signs saying that is a legal wall but it needs to be respected.

Fully legal and there is a sign saying so. For some odd reason the council regularly buff it, so there’s often fresh space. Words of warning though, don’t just go there and tag over full pieces…people will be angry about it.
